Bug Title: Mystery People mini jobs don't work

When did the bug start? Feb 1, 2024

What's the expected behavior? I am doing the car delivery thing where i get the car from one npc and deliver it to another one and the other npc wont accept it so i cant complete the job

What behavior occurs? "deliver" wont work so i cant complete the mission

Reproduction Steps: accept car from npc in front of city hall, drive like a block away and deliver car to other npc

i believe i might have misunderstood what the job was asking me to do because other than that time, they have worked for me
