Bug Title: weapons licenses are not issuing

When did the bug start? May 1, 2024

What's the expected behavior? that you can create the weapon licenses from the pd side

What behavior occurs? it says that the license guy can only be used for renewing weapons licenses and not creating new ones

Reproduction Steps: go and try and create a weapons license for someone

MRPD under manage license does not let you give class 1 through 3's
-Says can only renew or retrieve lost

Bug Title: Can't buy hunting license

When did the bug start? May 15, 2024

What's the expected behavior? be able to buy hunting licenses from the guy at city hall

What behavior occurs? it says you can only renew here. maybe cuz its in the same guy that does vehicle licenses

Reproduction Steps: go to guy, try to buy, L bozo
