Bug Title: EMS gets 'person down' pings for on-duty EMS
When did the bug start? Feb 4, 2024
What's the expected behavior? EMS only gets dispatch calls and pings for people that are downed.
What behavior occurs? On duty EMS is getting pings that there are people down exactly where they are standing
Reproduction Steps: 1. Be clocked into San Andreas Fire rescue
2. get pinged that someone is dead on top of you
3. contemplate how alive you are for moment and realize dispatch is just plain wrong
Confirmed it happened when I was clocked in, and is to every other EMS online. Headpopping sometimes helps but not always. Resetting the dispatcher staus on the large UI doesn't help.
