Bug Title: Speed vehicle tuning
When did the bug start? Apr 26, 2024
What's the expected behavior? SAST speed division vehicles should be faster than regular patrol vehicles. (Camaro, Mustang, Harley, BMW)
What behavior occurs? They all handle almost identical to the regular patrol vehicles. The motorcycles are also useless at the moment due to slow acceleration and low top end speed.
Reproduction Steps: Test the SAST Speed Division vehicles.
