Bug Title: SCBA needs updated EUP numbers

When did the bug start? Apr 2, 2024

What's the expected behavior? SCBA UI activates on SCBA EUP

What behavior occurs? Because the EUP numbers changed a few days ago the SCBA show ups on a random police vest.

Reproduction Steps: Correct EUP numbers:
Males > bulletproof vest 166 and 167
Females > 149 and 150
