Verdict: Arden Small was found Guilty of Manslaughter (2:3) and sentenced to time served. Along with the guilty verdict, Marshall Horney has tasked SAST. To retrain all troopers on the use of force and fleeing doctrine and all troopers on report writing.

Dear Colonel Moore,

This is a letter informing you of the verdict in the State of San Andreas Vs Major Arden
Small. We have found Mr. Small Guilty of 2:3 Manslaughter which is a Felony 30 minutes in
jail and a $25,000 fine. Aside from him being found guilty, the court has deemed that Mr
Small was let down by the San Andreas State Troopers. The two following items need to
be completed by January 1st, 2024. A document with Trooper's Name and Signature
must be sent to my office with a detailed explanation of the training completed.

A) All Troopers must undergo retraining on use of force and the fleeting suspect doctrine.
B) All Troopers must undergo retraining on report writing. No trooper shall submit a
report that is not read over and authorized by a command member.

Troopers that are not retrained or do not complete the training will not be able to patrol
until this is completed.
