Bug Title: Can't get in vehicle after it spawns back in
When did the bug start? Apr 10, 2024
What's the expected behavior? Be able to get in unlocked vehicle you have keys for.
What behavior occurs? You can lock/unlock, just can't get in. This isn't an issue with the new key system, it was happening before. For me, it's when I headpop and no one is around, the ambulance despawns, and when I load back in it'll spawn back in and I can lock/unlock it but can't get in it unless a cop lockpicks the door.
Reproduction Steps: get car in secluded area, leave, come back a few mins later, wait for it to respawn in, boom
