Bug Title: Cannot put people in vehicle from medical menu

When did the bug start? Mar 17, 2024

What's the expected behavior? Be able to put someone down into a car to take them to hospital from medical menu

What behavior occurs? using the medical menu i cannot put someone in the vehicle they are unable to be placed; had another person try and it did not work

Reproduction Steps: find person thats down, pick them up and go to place them in the car from the medical menu

It either doesn't put them in a vehicle at all, or if there's another car within the surrounding area it has a good chance to put it in a car further away. This is happening to EMS pretty consistently.

It sometimes works, sometimes doesn't at all, sometimes places person in car way further away.
