Bug Title: Practical Driving Exam

When did the bug start? Feb 21, 2024

What's the expected behavior? To take the practical driving exam.

What behavior occurs? Load in behind opium nights with the cones set up for an exam but no instructor, car, prompts, or any way to take the test.

Reproduction Steps: Paid for the practical drivers exam 3 times and same result occurred each time.

Bug Title: 2024-27-02 driving school is broken

When did the bug start? Feb 27, 2024

What's the expected behavior? when i went to go take the driving test instead of spawning in car it just drops you in the driving course

What behavior occurs? it just spawns your charactor at the coarse

Reproduction Steps: needs to spawn car
